A few follow on questions:
- If you re-run the 'get-printer | format-list' command in PowerShell, is the C4500 still listed?
- Is this a network printer, or is it connected directly to your computer via USB?
If the printer is still listed, I have one more idea for you to try:
Right click Start, go to 'Command Prompt (Admin)'
- type 'PowerShell' (to start a powershell session)
- type 'remove-printer 'HP Photosmart C4500 series'
- Open up 'Device Manager' (right-click on the Start button and go to 'Device Manager')

- Go to the 'View' menu and make sure that 'Show Hidden Devices' is checked.

- Expand the 'Print queues' and 'Printers' entries in the list; if are any C4500-related devices listed, delete them (select the device and hit the 'Delete' key)
- at the command prompt, type 'net stop spooler' and then 'net start spooler' to restart the spooler.
At this point the C4500 should be completely removed.
Past this point I don't have any further ideas. The behavior of the driver installer indicates a potential issue with the driver or the installer and I would suggest following up with HP to see if they have any suggestions.
